RCRA Federal Corrective Action Enforcement Orders Entered into ICIS and RCRAInfo

Purpose:  Different data needs of EPA’s enforcement and clean-up programs results in double data entry of federal enforcement actions.  As a reminder, federal RCRA enforcement data is maintained in two EPA databases.  ICIS is OECA’s database of record for federal enforcement actions, and RCRAInfo is the RCRA program database of record for clean-up information, including corrective action pipeline events that are associated with a state/federal enforcement action or a permit.  It is critical that the federal RCRA Corrective Action enforcement actions be entered timely and completely into both databases.

Data Entry:  Federal corrective action orders are entered into RCRAInfo using the Corrective Action module.  ICIS users can enter federal corrective action orders in the FE&C module and select primary laws sections: RCRA 3004(u)/(v), RCRA 3008(a), RCRA 3008(h), RCRA 3013, and/or RCRA 7003.

Data Retrieval:  OSRE plans to review the FY 2012 federal enforcement data in ICIS and RCRAInfo and share any discrepancies with the Regions.  OSRE will use a RCRAInfo BARRT query named “EVN-STATCIT_UPDATED2010” and compare the federal enforcement actions to those listed on the ICIS national standard reports “Federal Enforcement Conclusions and NODs” and “Injunctive Relief, Penalty, SEP Values-All Civil Cases.”
