1.   New Procedures for Entering National Enforcement Initiative (NEI) Case Conclusion Information

Purpose:  New functionality has been added to ICIS to allow users to enter the appropriate National Priority/Enforcement Initiative information for concluded cases on the final order screen.

Data Entry:  In the past, when a case concluded, users had to go back to the basic information screen and add the priority/initiative for the conclusion to that screen.  Now, when a case concludes, the priority/initiative information on the basic information screen should not be touched.  The basic information screen should only be used to enter priority/initiative information for when the case initiated and, if applicable when a complaint was filed.

For each case conclusion, users should enter the appropriate priority/initiative information on the final order screen (see print screen below).  Note: it can be possible for “OECA Core Program” and an “OECA National Priority” to be selected for the same final order if it has outcomes that are split between core and a priority/initiative.  In addition, if applicable, multiple priorities/initiatives can be selected for the same final order.  If this priority/initiative information is not entered on the final order screen then case conclusions and outcomes by priority/initiative will not be counted.  Finally, when entering the cost of complying action/injunctive relief and environmental benefit information on the Complying Action/Inj. Relief screen users now have the ability to enter these amounts by the priority/initiative information entered on the final order screen.

Data Retrieval:  The "National Enforcement Initiative Environmental Benefits" report in the "Federal Enforcement and Compliance Reports / Environmental Benefit QA Reports" folder retrieves NEI Environmental Benefit information.  The "Certification National Enforcement Initiative Case Counts FY 2011 - FY 2013" report in the "Federal Enforcement and Compliance Reports / National Standard Reports" folder retrieves NEI case counts and outcomes (penalties and value of complying action/injunctive relief).
