Oversight inspection definition


Oversight inspections are those in which EPA evaluates the state or tribal inspection program.  The definition is described in the August 1986 Revised Policy Framework for State/EPA Enforcement Agreements.  Pursuant to this document, "Oversight inspections are a principal means of evaluating both the quality of an inspection program and inspector training."  Oversight inspections can be performed by either: 1) accompanying state inspectors during inspections, or 2) conducting separate inspections at the same facility at a later date to verify whether the findings are observed.  Oversight inspections have a different purpose than joint inspections.
