Additional Guidance on Reporting Compliance and Enforcement Activities at Small Businesses in the Integrated Compliance Information System 8-23-04


The purpose of this memorandum is to again highlight the need to report in the Integrated Compliance Information System (ICIS) all activities which involve small businesses, and to re-transmit guidance on defining and identifying small businesses. As noted in David Hindin’s e-mail on August 12, 2004, “Summary Instructions for FY04 End of Year Enforcement and Compliance Reporting,” we are required to report our small business activities to Congress pursuant to the Small Business Paperwork Relief Act (SBPRA) and the Small Business Regulatory Enforcement Fairness Act (SBREFA). Although the Congressionally mandated reporting requirements for SBPRA end after this year, we anticipate that agencies will continue, under SBREFA, to provide information on their small business activities annually to both the Small Business Administration and Congress.
